Kapur & Associates, Inc. has been creating, updating, and overseeing the use of Civil Information Management (CIM) model data for the Zoo Interchange and associated projects for the WisDOT SE Region. Final PS&E plan sets are taken and “reverse engineered” to discover potential design issues early in the project process, before they become construction problems and delays. The main products of the CIM modeling work are construction-quality surfaces suited for automated machine guidance (AMG). Other model information includes right of way location, bridge and retaining wall structure location information, storm sewer structure, pipe-run location information, and other miscellaneous information (FTMS, communication, lighting, signals, etc.).

Various parts of the plan set (plan details, plan & profile, typical sections, cross sections, structure plans, etc.) are analyzed for issues, discrepancies, and conflicting information. Any issues that are discovered are sent back to the designer for clarification or correction. This helps to ensure a constructible design that will not encounter delay, and can eliminate costly change orders or rework during construction.

This model information is uploaded into survey-grade GPS rovers utilized by WisDOT and consultant construction management staff, and is also shared with the contractor. GPS rovers are used by inspectors and engineers to navigate to proposed improvements and resolve potential conflicts unforeseen in design. Kapur created protocols for the use of these rovers to help ensure consistent, accurate information. Kapur also oversees rover use, coordinate system calibration, and all data that goes into and comes out of the rovers. Inspectors may discover unforeseen conflicts (i.e., existing utilities), and are able to collect accurate location data once these features are discovered. With the model information in the rover, they can determine whether or not the facility will be impacted in near real-time. This data can also then be imported back into the model information to analyze conflicts and come up with potential solutions.
