WIS 21 Transportation Planning Study

WIS 21 is a corridor preservation study 6.3 miles long connecting Western Oshkosh to the City of Omro. High traffic volumes plaguing commuters combined with safety issues throughout this section of WIS 21 warrant expansion, and WisDOT is recommending a 4-lane divided expressway. The ultimate outcome of this project fulfills several needs that WisDOT has; stakeholder understanding and support, local municipality coordination, alternative analysis, intersection analysis, and preserving sufficient right-of-way for the future expansion.

Intersection analysis is performed within the WisDOT intersection control evaluation process (ICE) and includes modern solutions like J-Turns, Roundabouts, and Right-in / Right-out to control access and flow.

WisDOT’s goals to minimize impacts to natural resources and residents are part of the study process. These goals aid in building stakeholder and local government support, maintain the look and feel of the corridor by protecting agriculture, new and future developments, wetlands and waterways, while at the same time keeping total project costs down. The recommended alternative is a hybrid of several alternatives to achieve these goals.
