Transportation Redevelopment Plan
Downtown Area - Burlington, WI
This Bridge Street project, a four lane urban arterial adding capacity to the congested transportation system, included four signalized intersections and a precast prestressed railroad overpass structure constructed under live rail traffic - the first of its kind in WI. The plan also included the reconstruction of Commerce Street and the 5-leg STH 36 / STH 83 intersection.
Kapur tested possible solutions to improve truck maneuverability through the city. One-way streets were blocked during late night trials to have trucks make turns they would take in a two-way street scenario. This plan allowed the city to approve Kapur’s recommendation to move to two-way streets.
With assistance from Kapur, $900,000 in Federal funds was secured for the Commerce Street project. The design was managed by Kapur through the DOT’s Facility Development processes. Regular meetings were held with businesses and the public to resolve parking, delivery and pedestrian traffic issues.
