The Tri-County Freeway Expansion is a project to upgrade the facilities of the US 10/WIS 441 freeway and associated interchanges in Winnebago, Calumet, and Outagamie Counties.  The study area includes 6 miles on US 10/WIS 441, from 0.5 miles west of the CTH CB interchange, to 0.5 miles east of the Oneida Street interchange. The study area also includes 4 miles on US 41 from the CTH II interchange to the CTH BB interchange.  The proposed work on US 41 focuses on the system interchange with US 10 & WIS 441 and consist of adding two connections to accommodate all movements within the system interchange, and additional lanes for improved accelerations and deceleration for the ramps at the system interchange.

Kapur provided preliminary and final design as part of a Joint Venture for the WIS 441 Tri-County Project.  This includes design of 5.8 miles of WIS 441 including one system interchange, four service interchanges, 23 bridges, 3 box culverts, 14 retaining walls, sign structures, noise walls, storm water management ponds, ITS and lighting.
